The Basis of Study Organization Astrec Baltic OÜ
1. General Provisions
1.1 In organizing continuing education courses, Astrec Baltic OÜ (hereinafter the “Trainer”) is guided by the valid legislation in the field of adult education and other relevant legal acts and documents.
1.2 The Trainer organizes continuing education courses intended for adults.
1.3 Training takes place in premises suitable for study at the company’s operating address, as well as in other suitable premises rented on an hourly basis. In-house organizational training is also conducted at the training premises of the client.
1.4 Training takes place in the form of courses throughout the year. Courses are held according to the training calendar. The volume of training is calculated in academic hours, where one academic hour is 45 minutes.
1.5 The Trainer reserves the right to make changes to the schedule and location of the courses. Registered participants will be notified of any changes via email or telephone.
1.6 Courses are predominantly conducted as group training. In the case of individual study, the training is conducted based on an individual curriculum tailored to the learner’s needs.
1.7 Training is conducted in Estonian, English, and Russian.
1.8 Training takes place on weekdays in a daytime study format. Based on client needs, courses can also be conducted during evenings and weekends.
1.9 The foundational document for each course is the curriculum, which specifies:
1.9.1. the name of the curriculum;
1.9.2. the curriculum group;
1.9.3. the learning outcomes;
1.9.4. the conditions for commencing studies, if these are prerequisites for achieving the learning outcomes; the conditions for achieving the learning outcomes;
1.9.5. the total volume of study, including the proportion of classroom, practical, and independent work;
1.9.6. the content of the study;
1.9.7. the description of the learning environment;
1.9.8. the list of study materials, provided that study materials are required to complete the curriculum;
1.9.9. the conditions for completion and the documents to be issued;
1.9.10. the description of the qualification, study, or work experience required of the trainer to conduct the training.

2. Collection and Processing of Personal Data
2.1 The Trainer collects the following data about the learners: participant’s name, email address, telephone number, and personal identification code. The personal identification code is used to identify the participant completing the study on the certificate or statement of attendance issued at the end of the course. Personal data is processed in accordance with the Estonian Personal Data Protection Act and the European Union General Data Protection Regulation (GDPR).
3. Registration for Training and Formation of the Training Group
3.1. Registration for Training
3.1.1. Advance registration is required for all courses. To register, an email can be sent to the Trainer’s email address astrec@astrec.com, or the registration form on the Trainer’s website can be used.
3.1.2. Information required for registration: the learner’s name, phone number, email address, personal identification code, as well as the invoice recipient’s email address, postal address, and name. Following registration, a confirmation will be sent to the learner’s email address. The learner has the right to obtain additional information from the Trainer’s contact person, whose details can be found on the Trainer’s website.
3.2. Formation of the Training Group
3.2.1. The training group is formed based on the order of registration for the course.
3.2.2. The Trainer compiles a list of learners participating in the course.
3.2.3. The Trainer has the right to cancel or postpone the training if the training group fails to attend or is not fully formed. Enrollees will be notified by telephone or email no later than two (2) days before the start of the course.
4. Commencing and Participating in the Training
4.1. Learners who have been included in the training group by the Trainer and who have paid the training invoice may commence their studies in the course.
4.2. By paying the invoice, the participant confirms their attendance in the study activities.
5. Procedure for Completion of Training and Exclusion from the Course
5.1. The conditions for completing the training are set forth in the curriculum of each course. A learner who has achieved the learning outcomes of the course and passed the assessment (exam/test/interview) will be issued a certificate. A learner who did not participate in the assessment or did not pass it will be issued a statement of attendance. A statement of attendance is also issued if the course does not conclude with an assessment or if the learner discontinues the course. For a learner who discontinues the course, the statement of attendance will only indicate the topics in which the learner participated.
5.2. The certificate and the statement of attendance are signed by a representative of the training institution’s operator. The names of the trainers are also marked on the certificate and statement of attendance. The Trainer maintains records of the issued certificates and statements of attendance.
5.3. A learner is excluded from the continuing education institution based on the learner’s written request, failure to pay the issued invoice, or a breach of the terms of the agreement. A learner is also excluded from the continuing education institution upon the completion of the course and the issuance of a statement of attendance or certificate.
6. Payment for Training
6.1. Payment for the training is made on the basis of an invoice prior to the start of the training. The invoice is sent via email. The invoice must be paid by the due date specified on the invoice.
6.2. If the payment deadline is exceeded by 45 days and/or despite reminders from the Trainer, the unpaid invoice will be handed over to a debt collection agency for further processing.
6.3. The training institution does not grant exemptions from tuition fees.
7. Cancellation of Training and Refund of Tuition Fees
7.1. If a registered participant is unable to attend the training, they must notify the Trainer’s contact person via email (astrec@astrec.com).
7.2. If a registered participant notifies of their cancellation up to 7 days before the start of the training, 100% of the tuition fee will be refunded.
7.3. If a registered participant notifies of their cancellation 2 to 6 days before the training takes place, 75% of the tuition fee will be refunded.
7.4. If a registered participant notifies of their cancellation less than 48 hours before the start of the training, or fails to give notice of cancellation, the tuition fee will not be refunded.
7.5. If the training is cancelled due to reasons attributable to the Trainer, 100% of the tuition fee will be refunded to the registered participant.
7.6. The paid tuition fee can be transferred to another training course.
8. Discontinuation of Training
8.1. In the event of discontinuation of the training, the tuition fee will not be refunded. If there is a valid reason for discontinuation (illness, business trip, etc.), the learner may join the next training group.
9. Rights and Obligations of the Learner
9.1. The learner has the right to:
9.1.1. demand high-quality training;
9.1.2. receive information regarding the study organization and curriculum;
9.1.3. demand a refund of the tuition fee for training cancelled due to reasons attributable to the Trainer;
9.1.4. receive a certificate or statement of attendance at the end of the training.
9.2. The learner is obligated to:
9.2.1. act in accordance with the instructions of the continuing education institution’s staff in the event of an emergency (fire, water damage, bomb threat, etc.);
9.2.2. handle the study materials and other property of the Trainer entrusted to them with due care;
9.2.3. behave in accordance with generally accepted moral standards.
10. Dispute Resolution Procedure
10.1. Any disputes arising between the Trainer and the learner shall be resolved through negotiations. If the disputes cannot be resolved through negotiations, they shall be settled in accordance with the legislation of the Republic of Estonia.
